In all likelihood, nothing will ever happen and the bike will last just. Drill a 1/2 inch hole on the underside of the downtube and knock the dent out, then fill hole 2. There is little you can do to repair an aluminum. Drill a small hole on the dent, self tap a screw in and try and pull dent.

Anyone who disagrees has to explain why and how. Remove the bottom bracket (probably need to replace anyway, for other reasons) to get access to the inside of the downtube. Paint the frame close to. It's not on a high stress area, like a downtube. It wont take much to dent it, because the frame is not designed to take.

My thoughts so far revolve around gaining access to the rear of the dent and carefully bashing it out. The idea is to put tape (or taped paper) over the area of interest. Blend the bondo according to the package directions and spread it to the dented area with a plastic spreader. It looks like what you are seeing is.
